What is EO 64?
Executive Order No. 64, s. 2024 grants a Medical Allowance of up to ₱7,000 per year to civilian government personnel “to enhance their health and well-being through the availment of HMO-type benefits.”
- Part of the Salary Standardization Law (SSL) framework under Joint Resolution No. 4, s. 2009 and RA 11466 (SSL V) – placing this benefit under the category of Standard Allowances and Benefits.

Objective: To support the healthcare needs of government employees and encourage access to health maintenance plans that provide preventive care, hospitalization, and other essential medical services.

Who is Covered?
All civilian government personnel — regular, contractual, casual, part-time or full-time — in:

Local Water Districts (LWDs)
Who is NOT Covered?
Agencies with fiscal autonomy, which have their own compensation systems:

Constitutional Commissions (COMELEC, COA, CSC), Office of the Ombudsman

Employees already enjoying employer-provided HMO benefits.
What Can the Allowance Be Used For?
EXCLUSIVELY for HMO-type health benefits — coverage for outpatient, inpatient, preventive care, and emergency services.
NOT for encashment, conversion, or unrelated expenses.
